In 2019, six out of 15 indicators of the national project “Health”, that is, 40 percent, were not met. This is the conclusion reached by the auditors of the Accounts Chamber of Russia , their conclusion is published on the department’s website.
Moreover, almost all the money that was planned to be allocated for these purposes has been spent. The level of execution of expenses amounted to 96.4 percent, that is, 86.2 billion rubles.
They were wasted in such indicators as a decrease in mortality in the categories of the working-age population, diseases of the circulatory system and neoplasms, including malignant ones. Also failed plans to reduce hospital mortality from myocardial infarction and acute cerebrovascular accident. It was not possible to increase to the required level the proportion of neoplasms detected at early stages.
Implementation problems have arisen in three federal projects that are part of the national health care project. This is a reduction in the one-year mortality rate of patients with malignant neoplasms, the provision of doctors and nurses per 10 thousand people (two different projects).
The auditors announced that the situation speaks of significant risks of failure to achieve the goals of the national project on time. The existing lag is superimposed on the inadequacy of legal regulation, poor elaboration of the stages of implementation of measures by the Ministry of Health and non-inclusion of tasks in federal projects that would improve the availability and quality of medical care for the population.
At the same time, the Accounts Chamber recognized the plans of the federal projects “Strengthening Public Health” and “The Older Generation”, which are part of the national project “Demography” and are controlled by the Ministry of Health, have been fulfilled. However, the auditors noted the absence of a definition of the concept of “healthy life” – that is, the goal stated in the national project can be understood in any way, and it is not possible to adequately assess its achievement from outside.
Earlier, the Accounting Chamber called the main problem in the implementation of the national project “Science” a significant lack of funding.
